The Community Services Board (CSB) acts as the agent of Loudoun County in the establishment and operation of community mental health, developmental services, and substance abuse programs. The CSB oversees the programs and services of the Department of Mental Health, Substance Abuse and Developmental Services (MHSADS), sets departmental policy and procedures, and determines priorities as mandated by the Commonwealth of Virginia.
